Під час перебування на посаді Президента Рійгікогу Естонської Республіки Юрі Ратас приділяє значну увагу всебічному розвитку українсько-естонських відносин, зокрема міжпарламентському діалогу. Завдяки особистим зусиллям Ю.Ратаса були налагоджені активні контакти на рівні керівництва Рійгікогу Естонії та Верховної Ради України.
З початком військової агресії росії проти України він приділяє особливу увагу наданню нашій державі всебічної підтримки. В період з 8 по 10 лютого 2022 року здійснив офіційний візит в Україну, а 24-25 березня, попри початок повномасштабної військової агресії, відвідав її спільно з головами парламентів Литви і Латвії. Під час свого візиту, виступив у Верховній Раді України з промовою на підтримку України.
Ю.Ратас має видатні заслуги перед українською державою у сфері зміцнення її міжнародного авторитету. Очолюючи Рійгікогу, брав активну участь у схваленні ряду важливих заяв на підтримку України у боротьбі проти російської агресії. Зокрема, сприяв схваленню 14 березня 2022 року Рійгікогу Звернення до парламентів країн-членів ЄС і НАТО, а також інших країн, в якому крім заклику створити безпольотну зону, було всебічно підтримано Україну у війні за збереження свободи, суверенітету та територіальної цілісності.
Ю.Ратас взяв безпосередню участь у схваленні Рійгікогу 21 квітня 2022 року заяви «Про воєнні злочини та геноцид російської федерації в Україні». Естонія стала першою країною, яка визнала злочинні дії росії (російського політичного та військового керівництва та збройних сил рф) проти України геноцидом. У заяві також міститься заклик до національних парламентів і міжнародних організацій визнати скоєння росією злочину геноциду, підтримати розслідування всіх інших злочинів, переслідування злочинців і заснування міжнародного суду для притягнення винних до відповідальності.
Ю.Ратас активно просував схвалення Рійгікогу 18 жовтня 2022 року заяви, в якій рішуче засуджуються військові дії рф проти України та незаконна анексія її територій, наголошується, що Естонія ніколи не визнає порушення територіальної цілісності України внаслідок агресії та фіктивних референдумів, підтримуються розслідування, розпочаті Міжнародним судом і Міжнародним кримінальним судом для виявлення злочинів, скоєних на території України, російський режим визнається терористичним, а рф – державою, яка підтримує тероризм.
Ю.Ратас послідовно підтримує європейську перспективу України. Зокрема, у своєму листі від 19 травня 2022 року він звернувся до спікерів парламентів країн ЄС з проханням підтримати надання Україні статусу кандидата на вступ до ЄС.
Ю.Ратас надає важливого значення парламентському виміру Міжнародної Кримської платформи. Так, Ю.Ратас одним із перших прийняв запрошення щодо участі у Першому Парламентському саміті Міжнародної Кримської платформи (м.Загреб, Хорватія, 24-25.10.2022).
13-14 грудня 2022 року відбувся візит Президента Рійгікогу Естонії Ю.Ратаса в Україну.
During his tenure as the President of the Riigikogu of the Republic of Estonia, Jüri Ratas paid considerable attention to the comprehensive development of Ukraine-Estonia relations, in particular to the inter-parliamentary dialogue. Thanks to the personal efforts of J.Ratas, active contacts were established at the level of the leadership of the Riigikogu of Estonia and the Verkhovna Rada of Ukraine.
With the beginning of russia’s military aggression against Ukraine, he pays special attention to providing comprehensive support to our state. In the period from February 8 to 10, 2022, he paid an official visit to Ukraine, and on March 24-25, despite the start of full-scale military aggression, he visited Ukraine together with the heads of the parliaments of Lithuania and Latvia. During his visit, he delivered a speech in support of Ukraine in the Verkhovna Rada of Ukraine.
J.Ratas has outstanding merit to the Ukrainian state in the field of strengthening its international authority. Heading the Riigikogu, he took an active part in the approval of a number of important statements in support of Ukraine in the fight against russian aggression. In particular, he contributed to the approval of the Riigikogu on March 14, 2022 an address to the parliaments of the EU and NATO member states, as well as other countries, in which, in addition to the call to create a no-fly zone, Ukraine was fully supported in the war for the preservation of freedom, sovereignty and territorial integrity.
J.Ratas took a direct part in the approval by the Riigikogu on April 21, 2022 of the statement “On war crimes and genocide of the russian federation in Ukraine.” Estonia became the first country to recognize the criminal actions of russia (the russian political and military leadership and the armed forces of the russian federation) against Ukraine as genocide. The statement also calls on national parliaments and international organizations to recognize russia’s commission of the crime of genocide, to support the investigation of all other crimes, the prosecution of criminals and the establishment of an international court to bring the guilty to justice.
J.Ratas actively promoted the approval of the Riigikogu on October 18, 2022, a statement in which the military actions of the russian federation against Ukraine and the illegal annexation of its territories are strongly condemned, it is emphasized that Estonia will never recognize the violation of the territorial integrity of Ukraine as a result of aggression and fictitious referendums, the investigations launched by the International Court of Justice are supported and the International Criminal Court for the detection of crimes committed on the territory of Ukraine, the russian regime is recognized as terrorist, and the russian federation is recognized as a state that supports terrorism.
J.Ratas consistently supports the European perspective of Ukraine. In particular, in his letter dated May 19, 2022, he appealed to the speakers of the parliaments of the EU countries with a request to support granting Ukraine the status of a candidate for EU accession.
J.Ratas attaches great importance to the parliamentary dimension of the International Crimean Platform. Thus, J.Ratas was one of the first to accept an invitation to participate in the First Parliamentary Summit of the International Crimean Platform (Zagreb, Croatia, October 24-25, 2022).
On December 13-14, 2022, the President of the Riigikogu of Estonia J.Ratas visited Ukraine.
